Position Description:

CGI Federal is seeking a Requirements Analyst/Project Manager for an exciting project with a federal agency. The agency, team and project are a great fit for those that:

Your future duties and responsibilities:

• Organizing and facilitating analysis sessions, requirements gathering sessions and requirements elicitation sessions with business unit system users, product owners and development teams to gather and capture requirements.
• Documenting business processes, business requirements, user requirements, functional requirements, system requirements and data requirements using use cases or epics and user stories, depending on which approach best meets the Government’s needs.
• Producing artifacts including Business Process Models, Business Process Analysis Documents, Threat Modeling, Security Controls, Business Needs Statements and Business Cases (Cost/Benefit Analysis).
• Identifying criteria for acceptance of any system going through analysis (i.e. a new proposed system, an existing system being enhanced, etc.). for use in investment initiation and stage gate “go/no-go” decision making by the Government.
• Documenting existing or planned: a. Epics b. Capabilities c. Features d. Stories e. Use Cases across features f. Functional requirements gathered from or provided by OCC’s business units (BUs) or other stakeholders.
• Creating and updating lists of action items associated with requirements management related activities and track the open action items to completion.
• Ensuring the distribution of draft versions of requirements documentation for stakeholder review, incorporating stakeholder feedback into the final versions of these documents and circulating the final versions for stakeholder concurrence or approval.
• Developing visual representations (e.g. screen mock-ups, report mock-ups) to assist in requirements elaboration sessions.
• Providing requirements subject-matter expertise for OCC’s Agile implementation and DevSecOps teams, ensuring that all requirements are traced to corresponding systems development life cycle (SDLC) artifacts such as design specifications, test cases and defects.
• Providing a foundational understanding of Agile Security and DevSecOps integration to ensure requirements deliverables align with security requirement.
• Creating and maintaining a use case model to describe the user interactions for a given IT solution; this activity shall include the mapping of requirements to the use cases.
• Creating and maintaining a User-Acceptance Test (UAT) Management Plan, UAT test cases and UAT test scripts; this activity shall include the mapping of requirements to the test cases.
• Supporting user-acceptance testing of an IT solution to ensure that the requirements articulated in the business, functional, usability and technical requirements documents and reflected in the solution design are thoroughly tested and validated by the end users.
• Researching and documenting best practices to aid in formulating the development of requirements and documenting the findings and results of that research.
• Using OCC’s standard IBM Rational Jazz requirements management and associated application life cycle management tools.

Required qualifications to be successful in this role:

• Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
• Five (5) years of demonstrated experience working with technical personnel soliciting, developing and writing IT requirements for both IT infrastructure services and IT mission-critical applications.
• Strong interpersonal, communication and organizational skills.

Desired Qualifications:
• Project Management Professional or Program Management Professional certification.
• Agile experience.
