A Proposal Manager is responsible for coordinating and supporting proposal development efforts prior to, and throughout the proposal lifecycle. Working within the National Capital Region (NCR) Proposal Management Team (PMT), the Proposal Manager will assist by coordinating, supporting, and participating in various proposal work streams, managing proposal development, authoring content, as well as formatting and producing final proposal documents both in digital and in hardcopy format.
Proposal Managers are the first point of contact for CGI members looking to develop proposals for our clients. In this role, you will be advising our business management team on best practices for developing compelling proposals, contributing to or authoring proposal content, and vetting submitted proposals for materials that should be included in our library of standard content.

Your future duties and responsibilities:
Proposal management and engineering of all proposal lifecycle activities
Interpretation of solicitation requirements, analysis of Request for Proposals (RFP), Request for Information (RFI), Statement of Work (SoW)
Create response framework documents for bid teams
Schedule, participate, and occasionally lead meetings throughout the process
Coordinating proposal content developed by teams or working groups
Participate in theme and storyboard development, and working sessions
Develop and edit content (acting as contributor and editor), including graphics
Conduct formal and informal proposal reviews
Formatting large, complex documents within a provided standard template using Microsoft Office tools
Proofread documents for consistency, grammar, spelling, and punctuation
Proposal production including printing and binding hardcopy documents, packaging, creating digital versions for submission on CD/DVD/USB
Submission of proposals using email or client-based toolsets (portals, websites, and procurement systems)
Post-submission support (e.g., clarifications/items for notification)
Participate in lessons learned for debrief analysis
Content and document management using CGI’s Ensemble platform (Microsoft SharePoint
Contribution to development, implementation, and continuous improvement of the processes, supporting tools, templates, and artifacts, and knowledge management platform
Required qualifications to be successful in this role:
5 to 7 years of experience preparing/responding to Federal Government IT / Technical proposals (including familiarity with contractual clauses and supply vehicles)
Post-secondary education in business management and/or IT related field
Experience in developing bid management processes
Experience with interpreting Statements of Work / Mandatory Criteria / Point Rated Criteria
Experience writing compliant corporate reference responses, and any other proposal content as required
Experience collaborating with Client Account Executive/Management team to obtain and clarify customer requirements
Experience working with multiple team members, produce bid management master plans for corporate responses and ensure a timely process for reviews
Experience researching corporate qualifications
Experience with Government of Canada Buy&Sell and Merx sites
Able to handle multiple competing priorities and experience leading, managing and coordinating a team to deliver medium to complex bids
Significant experience and knowledge with MS Office suite products (Word, Excel, PowerPoint, SharePoint), Adobe Acrobat, and expert level in Word and Excel
Association of Proposal Management Professionals (APMP) certification is an asset
Must hold or be eligible for a Government of Canada Security clearance at Level II - Secret
Good understanding of the information technology business
Excellent communication skills both verbal and written (French language is an asset)
Excellent multi-tasking and organizational skills
Project Management and Time Management skills
Positive, flexible, team-oriented approach with the willingness and desire to work as a part of a multidisciplinary team
Ability to work effectively within a dynamic team environment
Ability to work overtime and irregular hours on occasion
