CGI Federal is seeking a Senior IT Strategy Expert to support a component of the Department of Health and Human Services. This component provides funding assistance to families who need childcare assistance.

This Expert will help support the grantees to develop and implement IT transformation roadmaps and consult with the grantees on IT strategic planning, technology analysis, data governance and management, training requirements, procurement practices, and other areas of IT with a heavy emphasis on understanding the childcare business. Strong experience and knowledge with IT tech stacks is required.

***Due to client requirements, this role can be located anywhere in the U.S. on the West Coast. This position will be supporting the West Coast Region***

Your future duties and responsibilities:

• Serve as a strategic technology expert to develop IT strategies including mission, vision, core values, goals, objectives, and key performance indicators tied to business outcomes
• Develop roadmaps to sequence multiple projects, project charters, and execution plans in accordance with a life cycle approach
• Examine current architecture and work with business and technical staff to recommend solutions that result in effective outcomes
• Work with clients to gather business requirements, identify deliverables, and support IT strategy development
• Review business processes and develop optimization strategies
• Define features, phases, and solution requirements
• Organize project outputs, deliverables, and workshop development efforts
• Analyze problem / situation and formulate effective solutions
• Identify and evaluate technical options and how they impact business / mission outcomes to inform decisions
• Translate system requirements, workflows, and processes into technical requirements
• Identify risks and mitigation strategies
• Collaborate with vendors/partners for improved service delivery based on best practices, and lessons learned
• Research, analyze, and synthesize information to inform technology surveys and analysis
• Develop/Apply focused maturity model to benchmark technology, practices, and procedures and measure improvements over time
• Experience with multiple, diverse technologies and environments for supporting data and IT solutions that deliver high-impact business outcomes
• Provide presentations to share technical ideas and findings to business and technical personnel
• Expertly communicate insights and plans to cross-functional team members, executives, and managers with different cultures and language needs
• Gather critical information from meetings with various stakeholders and produce actionable reports
• Prioritize initiatives based on business needs, interdependencies, and resources
• Build a trust relationship with representative

Required qualifications to be successful in this role:

• BA/BS degree and 12+ years of experience
• Excellent analytical skills and ability to see connections between layers and dependencies of business and technology
• Experience modernizing legacy systems
• Experience in a consulting capacity, public sector consulting experience a plus
• Experience facilitating workgroups and communities of practice
• Strong organizational and time management skills
• Ability to work independently and as part of a team?
• Strong analytical and strategic thinking skills
• Advanced speaking and writing skills with ability to explain technical matters to various audiences
• Ability to obtain a Public Trust clearance

Desired qualifications/non-essential skills required:
• MS degree and 10+ years of experience
• Experience working with child care services
• Experience working with state, territory, and tribal organizations

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and license and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $96,500.00 - $213,800.00.
