Federal Procurement Business Consultant
Position Description:

Candidate will join a dynamic business consulting team supporting the planning and executing a significant Momentum upgrade. Candidate will support stakeholders from the Procurement Management business office of a large client in the areas of business analysis, impact assessment, gap-analysis, change management and training. This is a great opportunity to expand your skillset in areas such as project management, client management, and business consulting supporting an agency-wide financial and procurement system. The position is located in Fairfax, VA at the CGI office, but hybrid work from home, office, or client site in Washington, DC is acceptable.
Your future duties and responsibilities:
- Develop your knowledge of our client’s industry, organization, and business objectives. Review the business office's current system and business processes.
-Review and develop an understanding of the procurement business office's “As Is” system and business processes with the intent to develop the equivalent “To Be” business processes based on the Momentum upgrade impacts. This includes determining where process gaps exist and identifying potential solutions.
- Analyze changes between existing and target Momentum releases to determine business areas where the upgrade will have the biggest impact.
- Gather and analyze business requirements for target Momentum upgrade, liaising with the business office to help them understand the potential impact of the upgrade on their processes, workflows, and data.
- Provide dedicated procurement subject matter expert support, including answering questions from the business office and helping them troubleshoot any problems they may encounter related to Momentum and their procurement business processes. Manage the expectations of the business throughout the upgrade execution and post go-live.
- Work with the business office and members of the upgrade execution change management team to develop change management and communication plans to keep stakeholders informed
- Support the business office’s risk management processes and procedures, identifying and mitigating any potential risks as they relate to the Momentum upgrade and/or their overall procurement processes.
Develop, deliver and maintain the deliverables as documented in applicable performance work statements.
- Participate in and lead client stakeholder meetings
- Serve as the primary liaison between the business office and the team executing the Momentum upgrade.
- Facilitate workshops and training sessions, effectively communicating the benefits and impact of the upgrade to end users
- Support testing activities including assisting in identifying relevant testing scenarios, reviewing test scripts as delivered by the upgrade team, developing test cases specific to user acceptance testing and providing assistance to business office users participating in user acceptance testing or other relevant testing cycles.
-Support training initiatives by reviewing and providing input in the upgrade’s planned training documentation and attend training sessions to support instructors from a business process perspective.
- Proactively bring issues and problems to the attention of the business office and upgrade execution team; generating, proposing, and implementing innovative solutions to solve them.
- Ensure the end-to-end procurement solution is proven to deliver the required business results. Drive adoption of the designed processes and solution use with stakeholders.
Required qualifications to be successful in this role:
- 5+ years of experience supporting Momentum ERP
- Deep knowledge of the federal procurement / contracting process and terminology
- Experience supporting federal procurement organization(s) and contract writing system(s)
- Business Consulting Acumen
- 5-10+ years experience working directly with clients and ability to lead meetings
- Issue resolution experience
- Action Oriented
- Critical/Analytical Thinking
- Communication (Oral/Written) Skills
- Strong Functional/Data Analysis Skills
- Prior Client Management experience
- Proficient with Microsoft Office Suite (Access, Project, Excel)

The determination of this range includes various factors not limited to: skill set level; experience and training; and licensure and certifications. CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $84,000 - $161,600.
