We are looking for a Commercial Lead for a major new critical telecommunications engagement within our Central Government business unit.

This role will need a commitment to work a minimum of three days per week on site with our Client in either London or Bristol. All applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (SC) level as a minimum. Additional clearance such as NPPV3 may also be required.

Fonctions et responsabilités :

Your role as Commercial Lead will be working directly with the HMG client as part of a dedicated project team run by CGI. The role will be overseeing and assuring the following:
• Leadership and Guidance: providing direction and advice on all commercial aspects of the programme, ensuring everything aligns with government contracting policies and delivers on the programme's objectives within budget.
• Strategic Procurement: collaborating with the wider team to develop the procurement strategy for the programme. Identifying suppliers, defining the tender process, and negotiating contracts to secure the best possible deals for the government.
• Contract Management: You’ll oversee the management of contracts with suppliers throughout the programme lifecycle, ensuring adherence to the agreed terms and managing any risks or issues that may arise.
• Commercial Expertise: Using your commercial knowledge and experience providing informed advice on complexities like pricing models, risk assessments, and financial implications.
• Assurance and Compliance: Implementing processes to ensure the programme is delivered commercially and complies with all relevant government regulations.

Qualités requises pour réussir dans ce rôle :

You’ll need to be able to demonstrate the following;
• Extensive understanding and experience of HMG project/programme working practices
• Expert level commercial finance experience to run/lead procurements and experience of leading transitions.
• Commercial experience emergency services sector and/or HMG expertise - Work within command and control (e.g. Control Room) environments would be highly beneficial.
• Senior commercial experience in ICT context; experience of service delivery commercial models; experience of commercial issues in transitional environments;
• Understanding of public sector procurement processes and current guidance
• Understanding of what is required within robust and appropriate commercial documentation to ensure best value and the ability to deliver the stated outcomes
• Ability to critically review commercial documentation
You’ll also ideally have experience in the following;
• Telecoms Sector Expertise: Relevant sector experience including the build, deployment and maintenance of data networks and Mobile Virtual Network Operations (MVNO). This experience can include where people have worked for CGI (and other suppliers) on relevant projects and programmes.
• Large Scale Business Change Management: Ideally having managed, the rollout of solutions at enterprise level, or across multiple organisations and have balanced the needs of multiple stakeholders.
• Innovation and Business Development: Awareness of information, technology and process developments that could enable the achievement of HMG business objectives.
• Regulatory and Standards: Knowledge and experience of civil service standards, project delivery methodology and the regulatory landscape in which HMG programmes and departments operate.
• Agility: Experience of working within Agile delivery teams, with a focus on the iterative and collaborative delivery of working solutions in support of operational business.
• Risk Management: Practical experience of the components of risk management and an approach to the proactive forecasting and resolution of risk before it is realised as a delivery issue.
• Continuous Improvement: An awareness of the importance of Continuous Improvement through all delivery and service, to be realised by the proactive contribution by personnel into the success of the CGI engagement.
